Problem: Board unclear regarding desired outcomes

For any governing board, the weakest area of their board policy manual is usually the ends policies or desired outcomes. Many boards find it difficult to specify the results they want to achieve. Many ministries can explain what they do but find it difficult to describe what they want to accomplish in results language. Often, boards insert mission, vision, or core values in this section because they are unsure how to state their organizational ends. Sometimes they describe their operating philosophy. Sometimes they list important programs and services they offer. For a governing board, ends policies, or desired outcomes, should clearly cover results, recipients, and cost. Sometimes, all of these are missing.
